Rule 1 — Language Test is Now Mandatory (Biggest Change)

From November 1, 2024 onward, every PGWP applicant must submit a valid English or French language test result along with their application.

Language Score Requirements:

Accepted Language Tests for PGWP 2026:

English: IELTS General Training, CELPIP-General, PTE Core
French: TEF Canada, TCF Canada
NOT Accepted: IELTS Academic (important — do not take Academic for PGWP!)

Critical Points to Remember:

• Your test results must be less than 2 years old when you apply for PGWP
• You must meet the required CLB level in all 4 skills separately (Reading, Writing, Listening, Speaking) — IRCC does NOT average your scores
• If you scored CLB 7 in 3 skills but CLB 6 in Reading — your PGWP will be REFUSED
• Book your language test during your final semester — not after graduation
• IELTS scores from your original admission may already be expired by the time you graduate!

ECC Hive Tip: If you took IELTS in 2024 for admission and graduate in 2026, your score has already expired. You MUST retake the test before applying for PGWP.

Rule 2 — Field of Study Restriction for Non-Degree Students

This rule is the most disruptive change for college and diploma students. Since November 1, 2024, students who applied for a study permit on or after that date and are pursuing non-degree programs (diploma, certificate, post-graduate certificate) must have completed a program in an IRCC-approved eligible field of study to qualify for PGWP.

Who is Exempt from the Field of Study Requirement?

Graduates of Bachelor’s, Master’s, or PhD programs — NO field restriction
Students who submitted their study permit application before November 1, 2024
Graduates of PGWP-eligible flight schools

Who MUST Meet the Field of Study Requirement?

College/polytechnic diploma graduates (study permit applied after Nov 1, 2024)
Certificate and post-graduate certificate graduates
Any non-university program graduates

Eligible Fields of Study for Non-Degree PGWP 2026:

The following sectors are approved. Programs that fall under these categories are PGWP-eligible for diploma/certificate graduates:

• Healthcare & Social Services — Nursing, PSW, Medical Lab, Social Work
• STEM — Science, Technology, Engineering, Mathematics
• Agriculture & Agri-Food — Agricultural technology, Food science
• Skilled Trades — Electrician, Plumber, Welder, HVAC
• Transport — Aviation, Logistics, Supply Chain
• Natural Resources — Environmental technology, Forestry

Programs That are NO LONGER PGWP-Eligible (Diploma Level):

General Business Administration
Hospitality and Tourism Management
Marketing and Communications
Liberal Arts and Social Sciences (diploma level)
General IT diplomas (some exceptions apply)

Important: These were among the most popular programs chosen by Indian students — and they no longer lead to PGWP at the diploma level. If your goal is PGWP + PR, choose your program carefully!

Rule 3 — PGWP Eligible Programs List FROZEN for All of 2026

In January 2026, IRCC made a major positive announcement: the list of PGWP-eligible fields of study will NOT change for the entire year 2026.

This means:

• No programs will be added or removed in 2026
• The list is now frozen at 1,107 eligible programs (up from 920 before)
• Students can plan their education with confidence throughout 2026
• The 178 programs that were briefly removed in June 2025 have been reinstated and will stay eligible through end of 2026

Good News for 2026 Students: If you are starting a program in 2026 and it is currently on the eligible list — you are safe for the entire year. No mid-year surprises!

Rule 4 — Private College Restriction

This is a critical rule that many students overlook. Since May 2024, most private college graduates are NO LONGER eligible for PGWP.

Who Qualifies:

Public university graduates
Public college/polytechnic graduates
Designated Learning Institutions (DLIs) with PGWP eligibility status

Who Does NOT Qualify:

Most private career college graduates
Public-Private Partnership (P3) program graduates (with some exceptions)
Language-only or ESL program graduates

Rule 5 — PGWP Duration Rules 2026

How long will your PGWP be valid? Here is the updated breakdown:

Important Note on Duration:

• Time spent studying outside Canada after September 1, 2024 is deducted from PGWP length
• You must complete at least 50% of your program in-class inside Canada (for lock-in dates after Sept 1, 2024)
• The old COVID-era flexibility for online study from outside Canada has completely ended

Rule 6 — Apply Online Only (No More Border Applications)

This rule is simple but important: You can NO LONGER apply for PGWP at the Canada border. The old process of “flagpoling” (crossing the border and applying) is no longer allowed.

You MUST apply online through IRCC’s portal
You can apply from inside OR outside Canada — both are valid
You have 180 days from your program completion confirmation to apply

Rule 7 — 180-Day Application Window

You have 180 days from the date you receive official written confirmation of program completion to submit your PGWP application. This 180-day clock starts NOT from your last day of class, but from the date on your:

• Official completion letter from your DLI, OR
• Final official transcript showing “program complete”, OR
• Official letter from Quebec institution (for Quebec programs)

Critical: The PGWP is a one-time, lifetime opportunity. After day 180, you cannot apply again — ever. Do not miss this deadline!

Step-by-Step: How to Apply for PGWP Canada 2026

Follow these steps carefully:

Step 1 — Confirm Your Eligibility

Before anything else, check:

• Is your institution a PGWP-eligible DLI?
• Is your program on the approved field of study list (if you are a non-degree student)?
• Are you studying full-time? (Part-time only allowed in final semester)

Step 2 — Take Your Language Test

• Book IELTS General Training, CELPIP-General, or PTE Core
• Book 3-4 months before your expected graduation date
• Aim for at least CLB 7 (degree) or CLB 5 (diploma) in all 4 skills
• Scores must be valid (less than 2 years old) when you apply

Step 3 — Get Your Program Completion Letter

After your final grades are submitted and confirmed, request your official program completion letter from your institution.

Step 4 — Gather Your Documents

Required documents for PGWP 2026 application:

• Valid passport (PGWP will not exceed passport expiry)
• Official completion letter or final transcripts
• Proof of full-time enrollment throughout program
• Valid language test result (CLB 7 or CLB 5)
• Proof of eligible field of study (non-degree students)
• Digital photo (taken within last 6 months)
• Biometrics (if not already given in last 10 years)
• PGWP application fee: CAD $255

Step 5 — Apply Online via IRCC Portal

• Go to: canada.ca/en/immigration-refugees-citizenship
• Submit your application within 180 days of program completion
• Upload language test results in the “Client Information” section
• Keep a copy of your acknowledgement of receipt

If your study permit expires while your PGWP is being processed:

• If you applied within 90 days of study permit expiry — you are under maintained status and can continue working
• If you are between day 91 and 180 — you may need to apply for restoration of status
• Do NOT leave Canada while a restoration application is pending
